General Secretary of the Communist Party of Viet Nam Central Committee and President of Viet Nam To Lam visited Xiong’an New Area on 14 April 2026, leading a high-level delegation to the city’s Start-up Area.
The visit formed part of his state visit to China. In Xiong’an, the delegation received an on-site introduction to the city’s planning, construction progress and approach to coordinating urban development with ecological protection.
Reading the city through its Start-up Area
The Start-up Area is one of the clearest places to understand Xiong’an’s development model. It brings together public services, headquarters functions, ecological space and new urban infrastructure within a coordinated plan.

From the city plan to the places being built
The programme allowed the delegation to move beyond policy descriptions and see projects, models and completed urban spaces directly. This kind of visit gives international leaders and institutions a more concrete view of how Xiong’an’s planning principles are being implemented.
